Evaluation of the Hamburg energy-saving model fifty/fifty
The fifty/fifty incentive system has been in place in the Free and Hanseatic City of Hamburg since 1994. The principle is based on the idea that 50% of the energy, water and waste costs saved by the state schools through active user behavior (minus 5% administrative costs) are paid out to them for free disposal. Many teachers and pupils have been motivated by fifty/fifty to save energy and make an active contribution to climate protection. The schools’ energy costs, including water and waste, currently amount to approx. 40 million euros p.a. In the 2014 billing year, 361 out of a total of 439 locations took part. Since the introduction of the fifty/fifty project, the framework conditions have changed compared to the early years. Responsibility for the management of the school buildings was transferred to SBH | Schulbau Hamburg and GMH | Gebäudemanagement Hamburg (GMH) in 2010. The schools are no longer managed by the Ministry of Schools and Vocational Training (BSB). The BSB and the schools rent their buildings and the BSB pays a warm rent including all other ancillary costs (landlord/tenant model); the operating cost risk lies with SBH/GMH due to this landlord/tenant model. SBH/GMH therefore have a major interest in reducing operating and consumption costs, i.e. in particular energy and cleaning costs. The aim of the assignment was therefore to further develop the fifty/fifty program in line with the new circumstances. An incentive system for environmental protection and resource conservation at schools was to be retained at all costs. In the first phase of the project, the UfU and the ifeu Institute, which are jointly commissioned, will carry out the following steps:
- Managing the project and leading an accompanying project group
- Creation of a milestone plan for the project work with the steering group making any necessary directional decisions
- Stocktaking: analysis and evaluation of the current incentive systems at SBH / GMH (fifty/fifty)
- Rough analysis and evaluation of corresponding procedures in other municipalities
- Basic considerations for the design of an incentive system
- Creation of a rough concept
- Creation of a detailed concept.
