The “Innovation Lab Climate-Neutral Berlin” brings together expertise in the field of climate-neutral public buildings in Berlin. It unites government agencies, public institutions, existing initiatives, the business community, and civil society to develop, test, and implement solutions for achieving climate neutrality.

Berlin has set itself the goal of becoming climate-neutral by 2045. To achieve this, a shift in perspective is essential: moving away from individual measures toward long-term transformation pathways. Public buildings should be designed not only to be energy-efficient, but also to promote health, be climate-friendly, and resilient. This also applies to the existing building stock. Instead of optimizing individual buildings for energy efficiency in isolation, new social, inclusive, and productive urban spaces should be created through adaptive reuse and repurposing, as the Federal Institute for Building, Urban Affairs and Spatial Research (BBSR) highlights in its 2024 report “SUFFICIENCY – Research in the Building Sector.”

This transformation is not only a technical challenge, but also an organizational and societal one. There is often a lack of clear definitions, shared working structures, and spaces where knowledge can be pooled, experiences exchanged, and new solutions developed collaboratively. This is where the Innovation Lab Climate-Neutral Berlin comes in, creating an open space for development and learning on the path to a climate-neutral city. As a central hub, the project is aimed equally at municipalities, businesses, associations, funding agencies, experts, and users.

Plans include activation workshops, training programs, expert consulting, and networking with existing structures and initiatives to strengthen collaboration among all stakeholders. At the same time, the project aims to demonstrate the feasibility of specific climate protection measures at public institutions in Berlin, for example by implementing practical steps to reduce final energy consumption.
