Citizens' conference on nanotechnologies and consumer protection

As part of the citizens’ conference “Nanotechnologies and Consumer Protection”, a group of 18 citizens from Berlin and Brandenburg discussed the topic of nanotechnology in a structured process lasting several weeks. During two internal preparatory weekends, the group was introduced to the topic, focal points were discussed and questions were formulated for various experts. During the final public conference, the invited experts were heard on the topic. The group then drew up its vote on the opportunities and risks of this technology from a citizen’s perspective and presented it to key players in consumer protection, politics, science and industry. In the citizens’ vote, the use of nanomaterials in food was seen as the most sensitive area. From the consumer’s point of view, there was no need for foods that could change their taste at the touch of a button, for example. From a consumer perspective, the already foreseeable benefits of using nanotechnologies in cosmetics and textiles clearly outweigh the potential risks. For example, nanoparticles in sun creams could provide better UV protection and thus counteract the increase in skin cancer. From the consumers’ point of view, nanotechnologies can also be expected to improve the quality of life in workwear, sportswear and everyday clothing. Mandatory labeling was demanded for all nanoproducts. Citizens’ conferences are participatory processes that aim to evaluate new technologies and scientific developments from the perspective of informed laypersons (citizens or consumers). In terms of methodology, they are based on the so-called consensus conferences, which have been held several times at international and national level. The Citizens’ Conference “Nanotechnologies and Consumer Protection” dealt for the first time with the opportunities and risks of nanotechnological applications in the areas of food, cosmetics and consumer goods from the citizens’ perspective. The focus of the Citizens’ Conference was both consumer perception of the risks of nanotechnology and consumer requirements for “sustainable” nanotechnologies. In November 2007, a follow-up meeting was held with project participants and the majority of citizens, at which the further discussions within the BfR and the political and media response twelve months later were compiled and presented.
